Annual Review Meeting - location change

The Chapel Woods Homes Association Annual Meeting will be held on Wednesday, February 21, 2024, 6:00 p.m. at St. Therese Church in The Education and Parish Center, just across the parking lot from the church, still plenty of parking.  Park by the flagpole and come in the main doors. 
There will be signs directing you in and on the building,and also signs at the Wooldridge Center informing people of  the location change.

The Annual Review of 2023


Will be held Wednesday, February 21st, 2024
at St. Therese' Education and Parish Center 
from 6:00 to 8:00 p.m. 

Please mark your calendars and plan to attend.  


There will be several issues discussed that are very important.  Your voice cannot be heard if you don't attend.  We need more input from residents in Chapel Woods.  It is YOUR community.  YOUR voice matters.

Board members are also needed and are nominated at the Annual Review.  We need people on the board who care about all of Chapel Woods and its future, not just their own interests.  If you have a desire to better your community, please consider joining the board.  We need knowledgeable and driven individuals to vote on important decisions regarding finances and the future of Chapel Woods.

We had a 20% turnout for the 2022 Annual Review.  We introduced our new property management agent, Tera McMiller and new HOA Attorney Todd Billy.  They answered questions at the meeting and will be key players towards improvement in the community.  We reviewed 2022 expenditures, 2023 budget and anticipated projects.  The Board asked for a $20 increase in dues and it was approved unanimously.

Notes from the Green Team:

Do you know that a mature Tree Canopy increases your property value by 20%?


Along with Grants from the Forest Releaf Program (serving Communities, parks, etc.) we received trees last Fall and will this Fall as well, we found another resource for trees, the “Heartland Tree Alliance”, part of “Bridging the Gap”.  This grant is for individual homeowners to apply for a taller tree in their front yards for shade and beauty.

The Heartland Tree Alliance has a short application to fill out on-line and will schedule a site visit to check if the site will be adequate. We have some property owners already interested and if you are also, please let us know since the Tree Alliance said they would prefer to assemble a planting team for around 20 trees or so rather than just one tree. More owners signing up would help our chances.

Forest Releaf Trees are smaller trees that you probably have seen in cages around the property and Heartland Tree Alliance trees are 8 to 10 ft tall complete with a green watering bag and mulch. (And they will plant them)!

Contact Information Update
We have a lot of people sending two and three emails about the same thing to Tera at Signature and then sending emails to board members and copying Tera saying they aren't getting replies.  Tera manages many properties and receives hundreds of emails a day - the only way to manage that many emails is to research and answer in the order they are received.  Emailing or calling a board member is not going to speed up the process when Tera must research a problem or speak to a vendor to provide an answer. 

Signature's method of operation is to reply within 24 business hours to an email or voice mail. Emphasis on business hours; a lot of inquiries come in on the weekend and will not be read or responded to until Monday or Tuesday, depending on the day Tera returns to work.  If you have an emergency, for example - a car drove through your fence, that would be reported on the emergency line which goes to an answering service that takes calls 24 hours a day, 7 days a week.  The emergency number is 913-563-4599.  Answer KC is a live answering service and they will take your message and page your agent if a true emergency.  Otherwise it is sent to them for next business day. 

We cannot successfully provide timely responses if having to sort through multiple emails to find the most current one that may have updated information.  Please be patient and wait for a reply before sending more emails.  If you have waited more than two business days for a reply you are welcome to reach out to Beth Rice via the main phone number for Signature which is 913-563-4500.

Emailing, calling or texting board members should be reserved for extreme emergency.  The HOA pays Signature Property Management to manage the community; not the volunteer board members.  The only thing a board member can do is leave yet another message for property management.  Please be mindful of our volunteer's personal time during the workday and use Signature for what they were hired to do.

Board Members Needed

There are positions open on the Board of Directors and we are inviting those who have a desire and passion for improving our neighborhood to apply. We need someone who is proud of our community and wants to help make it flourish. 

Responsibilities include:

  • Attend monthly meetings, and some special meetings.
  • Volunteering time and effort for community improvement.
  • The board is a working board and will require some committee work. Committees include Landscape, Property Maintenance, Pool, Clubhouse, and Communications.
  • Board of Directors serve a 3-year term.

Broken Limbs and Vehicle Damage
Many people think that trees are "owned" by a home owner or the HOA.  That is not the case in damages caused by weather related incidents. 

If there is a broken limb hanging in a
tree, PLEASE DO NOT PARK UNDER THE TREE.  That will be your liability to repair damages through your auto insurance policy. 

If a limb breaks and falls out of a tree, or a tree falls on your vehicle damaging it; that damage falls under your auto insurance policy.  We have had it happen a few times in the neighborhood so we want to make sure you are aware of where the liability lies.  The HOA is not responsible for any damages, and landlords are not responsible for any damages.  This is because it is considered an 'Act of God' due to the weather that caused it.

Compost

Please don’t mismanage our compost area by throwing refuse over the fence, dumping debris in front of or around fence and disposing of non-compostable materials such as stone, concrete, or building materials including lumber and furniture. It is intended for plant materials and dirt only.

Please have respect for the rules for use of the compost area.  

- Do not place yard waste bags directly inside the gate as we will be unable to open it.
- Plastic trash bags are not compostable and must not be used for compost unless you are carrying it to compost area and dumping in the back.
- Yard waste bags cannot have mulch or rocks in the bottom of them.  
- When you use the compost area please go in all the way and deposit your yard waste to the very back. 
- Please empty your bags and reuse; we have found the yard waste decomposes faster when not in bags
- Do not throw sticks and branches over the fence; again, this will block gate. 
- Please don't misuse the purpose of the compost area.

Kansas City is tackling trash with rolling recycling bins and a new composting program

Beginning in May, the City will be distributing rolling recycling bins to every home that currently receives City trash services.  These bins will alleviate the problem of recycling materials being loose and flying around in windy conditions.  

In August, they will begin distribution of rolling trash bins.  Once these bins are delivered to your home in Chapel Woods we ask that they be placed inside your fenced in yard or inside your garage.  They are not to be stored outside where wind can blow them over and blow your trash around the neighborhood.

The composting program will have a fee attached so we are not sure if Chapel Woods will be participating in that program.  We will send out a survey to see how many people are interested and choose to pay the fee the closer it gets to that program rolling out.

What to Know if You're Shopping in One

Some of last year’s hotbeds like Tampa and Austin were toppled. This year’s winners are set to be relatively cool.

Zillow’s list of the 10 hottest housing markets for 2023 features notably fewer Sun Belt cities, like Phoenix and Tampa, than last year’s edition. And weather isn’t the only thing cooler about these places.

“This year’s hottest markets will feel much chillier than they did a year ago,” says Anushna Prakash, economic data analyst at Zillow. “The desire to move hasn’t changed, but both buyers and sellers are frozen in place by higher mortgage rates, slowing the housing market to a crawl.”

Zillow researchers ranked 2023’s hottest markets based on strong forecasted home value growth, relatively fast-moving inventory and plentiful likely buyers. This means even given the overall chill in the national housing market, buyers in these areas will likely encounter substantial demand for desirable homes.

“Markets that offer relative affordability and room to grow are poised to stand out,” says Prakash. “Especially given the prevalence of remote work.”

What makes these markets ‘hot’?

Even the fastest-growing markets of 2022 are expected to see significant slowdowns in the year to come. But 2023’s hottest markets are still expected to see relatively strong growth, as well as solid economic fundamentals. Similarly, buyers in these markets can expect to see homes on the market for fewer days than in the coolest markets, like San Francisco.

Another factor in certain markets here is an expected rise in the number of owner-occupied households — partly a result of demand from both baby boomers and millennials. Both are enormous generations, and both are very active in the housing market, says Prakash.

7. Kansas City

As recently as December of 2022 (the last month that numbers were available) homes in this metropolitan area typically went pending after 14 days on market. That’s less than half the days it took before the pandemic. The market here is representative of an overall 2023 Midwest surge that also features its suburb, Prairie Village, and nearby Wichita, Kansas, among other regional hotspots. Buyers here can expect to enjoy sociable neighbors, world-class barbecue, and winning football teams.

Your Board Members believe Chapel Woods is a best kept secret in the Northland that more and more people are starting to find out about.  Upcoming growth of businesses in the Northland will provide a lot of opportunity for our community to become an even more desirable location.  We offer close access to major highways, are located in a great public school district, and provide a hidden off the beaten path atmosphere with beautiful trees and green spaces for tranquility and relaxation.  Homes that sold in Chapel Woods over the last six months all went for more than list price and at least 90% sold for around $200,000 or more.  This is great news for our community and we want to keep the desire to purchase in this neighborhood alive!  Thank you for being part of the Chapel Woods community and for all you do to improve the property values, the scenic beauty and family atmosphere of our community.

One expense for 2023 that will increase is legal fees because Signature Property Management is going to hit collections hard.  We are currently more than $21,000 short on dues from the past couple of years.  We understand that every cost is increasing but have to acknowledge that all costs are increasing for the HOA as well.  If dues aren't paid, we cannot pay vendors for their services, which means the community will not receive those services.  Please contact Tera at Signature Property Management if you need assistance setting up a payment plan or help in any way.

Clubhouse
Rentals

Clubhouse rental reservations need to be made through Signature Property Management going forward.

If you are renting the Clubhouse for an event, you can submit an online form to request rental agreement at Clubhouse-Pool-Rental or you can also find the rental agreement under Documents on the HOA website.  

Your completed rental agreement, a deposit check or money order and a separate check or money order for rental cost should be mailed to Signature Property Management to Tera McMiller's attention.
